The zoning regulations as herein established and the districts as herein established have been made in accordance with a comprehensive plan heretofore adopted and approved for the purpose of promoting health, safety, morals, and the general welfare of the City. They have been designed to:
Lessen congestion in the streets
Secure safety from fire, panic, and other dangers
Provide adequate light and air
Prevent the overcrowding of land
Avoid undue concentration of population
Facilitate the adequate provision of transportation, water, sewerage, schools, parks, and other public requirements
The zoning regulations have been made with reasonable consideration, among other things, for the character of the district and its special suitability for the particular use, and with a view of conserving the value of buildings, and encouraging the most appropriate use of land throughout the City.
